August 20, 2019. The American Academy of Hospice and Palliative Medicine (AAHPM), in partnership with RAND Health Care and the National Coalition for Hospice and Palliative Care, is developing two outpatient palliative care quality measures for the Merit-Based Incentive Payment System (MIPS) within CMS’ Quality Payment Program through a cooperative agreement with CMS. Both measures will be based on patient-reported survey items of the patient’s experience of outpatient clinic-based palliative care. One will assess the extent to which the patient felt heard and understood by their palliative care providers. The other will assess whether the patient received the help they needed for their symptoms. Beginning in Fall 2019, potential items will be tested nationwide through a survey to adult patients receiving outpatient palliative care services. Testing will continue through Fall 2020.All programs that provide outpatient palliative care services to adult patients are invited to learn more about serving as a test site for this project.
